Origins of Community Alarms

Hope you can help. I am researching the origins of Community Alarm Systems. I believe they were started in the mid sixties when various Toc H branches in the UK set up a 'Flashing Lamp System" in the houses of the elderly and vulnerable. This was nothing more than bellwire connecting a push button to a battery and a flashing red lamp that sat in the window (next to a poster telling you what to do if you saw the light flashing). Can anyone confirm this, or pur forward evidence of systems predating this.
